The dilemma for the Cowboys lies in the potential need to keep both quarterbacks, which would mean having three on the active roster. This scenario is complicated by the fact that only one quarterback typically plays significant snaps, making it difficult to justify the roster space for a third.

Keeping both could lead to sacrifices in other positions, such as losing a rotational defender or a special teams player.

The Cowboys face the risk of losing either quarterback if they attempt to move one to the practice squad, as other teams may claim them. The decision ultimately hinges on whether the team prioritizes the upside of Milton or the insurance that Howell provides.
